　城管执法队长述职述廉报告 2011 年，根据局领导班子分工，我主持行政执法支队工作。分管行政执法、规划执法、政策法规、治安保障、拆违保障、重点工程国有土地上房屋征收保障、小区及单体楼综合验收工作。分管政策法规处、治安大队。联系**经济开发区规划建设局、苏宿工业园区城管执法局。现将本人一年来勤政廉政情况报告如下：

　（一）城管执法明显提升。以狠抓案件查处为载体，以争当办案能手为动力，以深化案卷评查为抓手，大力推动城管执法工作上台阶。2011 年度共办理城管行政执法案件 2288 件，其中一般程序案件 1588 件，简易程序案件 700 件，使各类各种违反城管法律法规行为得到有效查处，切实维护城管法律法规的严肃性，促进城市管理上水平。

　1．在规划执法上，对市区在编的 104 个大型建设工地开展拉网式检查，逐个过堂，逐项把关，并能将关口前移，超前防范，将违反规划行为发现在萌芽状态，纠正在初始阶段，从而既有效地保证规划的落实，又防止产生大的损失。如重点查处了中通名仕嘉园、新城市花园、双庄 10 个 4S 店等违法案件；同时拆除民房和小区违法搭建 778 起，面积达 3.9万㎡。

　2．在户外广告执法上，对高炮广告、楼体广告、墙面广告、跨街广告及条幅、布幔等各类户外广告加强管理执法，共拆除违法固定广告 271 块，违法临时广告 958 处，既维护户外广告市场的规范统一，又维护市容市貌的整洁有序。

　3．在工程渣土执法上。对违规私拉乱运、抛撒滴漏等现象，坚决予以查处，并责成及时清理。不让渣土污染城市；同时，加强源头管理，对施工场地要求硬化出入口，对运输车辆要求加盖和冲洗，对运输公司进行资质审查，对从业人员进行业务培训，多措并举，使渣土污染难题逐一得到很好解决。

　4．在噪音执法上。会同市环保、交通、工商、文广、公安等部门进行了联合整治，对市区 67 家 KTV、夜总会等噪声源进行了行之有效的治理，取得明显成效，群众投诉逐步减少。

　5．在市容环卫执法上重点对乱倒垃圾、乱涂乱画、店外经营等现象进行查处，通过执法促进市容市貌上水平。

　120 学时，并在培训结束后组织测试，保证培训效果，大力提升了一线执法队员的办案水平，全年无一例行政复议和诉讼案件，无一起错案发生；聘请省高院专家专题培训《行政强制法》；对涉及城管执法的所有自由裁量权进行细化，建立了基准制度，并在网上公开，以公开促公平、公正，有效防止乱执法、执法 （三）综合管理大幅提高。城管执法支队在做好各项执法工作的同时，还承担着开发区的城管综合管理工作，结合开发

　最不满意的一项工作和急需提高的能力 反思自己一年来的工作，还存在一些问题和不足，如城管八项执法职能中的人行道车辆乱停乱放执法工作、饭店油烟污

　染等问题仍没有得到有效解决，群众屡有投诉。本人的综合协调和与人沟通能力还存在一定不足，今后要切实改进，努力提升。
